SPC Project Manager: Fiji Micro Projects

SPC has advertised the position of Project Manager in its Economic Development Division located at its regional office in Lautoka, Fiji.

The Economic Development Division – The Economic Development Division is composed of two programmes, namely Energy and Transport. The Transport Programme comprises the work of SPC’s former Regional Maritime Programme, along with the development of specific capacity in aviation. The Transport Programme coordinates work on: (i) developing policy and regulatory frameworks; (ii) strengthening human resource capacity; (iii) improving connections at the national, regional and international levels; and (iv) promoting integrated data, information and knowledge.

The Project – One of a range of initiatives under the Accompanying Measures for the Sugar Protocol Program (Accompanying Measures for Sugar Protocol Countries), the specific objective of the Micro Project Programme (MPP) is to reduce social, economic and environmental vulnerability of sugar-cane farmers and mill workers affected by the sugar reform through the provision of micro projects.

The role – Reporting into the Director of EDD, the Project Manager will manage and lead a small project team of Project Officers to oversee the implementation of Fiji micro projects and ensure that all project activities are carried out within budget and in accordance with multiple deadlines. It will be the responsibility of the Project Manager, with assistance from the project team, to identify beneficiaries in the sugar-cane sector who are eligible for funding based on a number of criteria. In terms of reporting to SPC and the donor, the Project Manager will be responsible for reporting to and maintaining transparency on the development of work plans and budgets. The Project Manager will maintain and develop key stakeholder relationships within SPC and, predominantly, with external bodies such as government ministries, donors and NGO project staff. The Project Manager will be responsible for managing an operational budget totaling €4 million with a significant degree of autonomy across the project itself. There will also be a major component of monitoring and evaluation associated with this position at a coordination and supervisory level.

The profile – SPC seeks a highly versatile and experienced Project Manager with a strong background and relevant work experience in project implementation/management for large national-scale projects and programmes. The Project Manager will have to demonstrate the ability to maintain and foster excellent working relationships with key stakeholders in the sugar sector and be proactive in identifying and solving problems before they can affect the overall schedule of the project. The Project Manager must have excellent people management skills with an ability to lead and promote a team environment. The successful candidate will have an aptitude for high quality service; clarity, confidence and articulateness in both written and oral communication; and strong analytical skills.
